Bush Education Plan Keeps E-rate in FCC

The structure of the e-rate program would remain unchanged under President Bush’s education plan, unveiled March 22 by Republicans in the House of Representatives. The “No Child Left Behind Act of 2001” (H.R. 1), which would reauthorize the Elementary and Secondary Education Act, emphasizes early child-reading and literacy programs.

Earlier administration proposals would have moved the e-rate program from the Federal Communications Commission into a block grant with other technology programs in the Department of Education. Such a measure would have threatened the stability of the funds by requiring annual reauthorization, and some feared that libraries might have been cut from the program altogether.

The $19-million education bill greatly increases the share of Title I funds that go toward improving failing schools, the Washington Post reported March 23. It also calls for annual reading and math testing of grade 3–8 students. If a school fails to show improvement after the second year, parents could transfer their children to another public school; after the third year they could switch to a private school, taking Title I funds with them.
